What is it and what is it for

For third-country nationals not belonging to the European Union to drive for hire, whether in public or private complementary transport, goods or passenger bus transportation, the administrative authorization must be accompanied by a driver's certificate.

* CONTENT, CHARACTERISTICS AND VALIDITY PERIOD OF THE DRIVER'S CERTIFICATE

- The driver certificate, which is valid for two years or until the driver's driving licence expires, will remain the property of the holder of the authorisation, who will make it available to the driver it relates to when the driver operates a vehicle covered by the authorisation. A certified copy of the driver's certificate must be kept on the premises of the company.

- Both the certificate and its certified copy must be presented whenever required by members of the Transport Inspectorate or by law enforcement officers responsible for road transport surveillance.

- The transport company or the holder of the transport authorisation will be obliged to return the driver certificate and the certified copy thereof to the issuing authority as soon as the conditions which gave rise to its issue are no longer fulfilled and, in particular, when the driver leaves the company or when, as a result of any administrative action, non-compliance with the requirements which gave rise to its issue is detected.

Companies holding permits for public or private complementary transport of goods or passengers by bus, whether public or private complementary, that hire drivers from outside the European Union.

 

How to process

Processing process

- Submission of the application form and scanned documentation required, on the Web Portal of the Ministry of Public Works and Transport.

- Once the application has been submitted by the company, the competent body, after having checked the documentation provided to apply for the certificate, will enter the data in the General Register of Hauliers and Companies Providing Auxiliary and Complementary Transport Activities, and will issue the corresponding driver attestation, as well as a legalised copy of the same.

Documentation

1. Valid passport, NIE or residence permit

2. Valid driving licence. If it has been issued by an authority other than a Spanish authority, it must be accompanied by a report from the Provincial Traffic Office accrediting its validity.

3. Driver's Social Security number and proof of registration (last Social Security contribution statement).

4. Valid Certificate of Professional Aptitude (CPA).

- Declaration stating the veracity of the documentation provided.
