The Administration must provide democratic public services that are accessible to everyone. To reduce the digital divide, the Generalitat has implemented various mechanisms, such as the role of Authorized Public Employee (PFH).

The PFH is responsible for assisting people who do not have access to the internet (who do not own technological devices or lack sufficient digital skills), ensuring that the use of these digital tools does not become an obstacle.

The role of the Authorized Public Employee and the Register of Authorized Public Employees are established in Articles 12 and 27 of Law 39/2015 of 1 October, on the Common Administrative Procedure for Public Administrations (in Spanish). Within the scope of the Generalitat, this Register is regulated by Decree 65/2024 of 10 June of the Consell, concerning Authorized Public Employees in the Generalitat (in Spanish).
