What is

What is it and what is it for

The purpose of these grants is to support the initiation of frontier research projects led by young researchers with a contractual affiliation to research centers or public or private universities conducting research in the Valencian Community.

9 grants will be awarded, which will be distributed proportionally across the thematic areas defined by the State Research Agency.

The duration of the grants will be four years (48 months).

1. The beneficiaries of these grants will be research centers, public universities, and private universities conducting research in the Valencian Community.

2. These grants may fund projects led by postdoctoral researchers who, at the time of the application period, have between five and twelve years of experience since obtaining their doctoral degree and hold an employment contract with a research center or a public or private university in the Valencian Community.

For those who have taken maternity or paternity leave under the protected situations recognized by the general Social Security system, or who have cared for dependents as defined in Law 39/2006 of December 14, the maximum period of experience since obtaining the doctoral degree will be extended by one year for each leave. In cases of temporary incapacity due to serious illness or situations related to gender-based violence, the period will be extended accordingly.

Applicants whose employment contract with the research center or university in the Valencian Community does not cover the entire duration of the project must submit, along with the application, a letter of commitment signed by the legal representative of the institution. This letter must confirm the institution’s commitment to formalize an employment contract covering the full duration of the project and authorize its implementation at the institution if the grant is awarded. The costs of this employment (salary and employer’s Social Security contributions) for the initially uncovered period may be financed as an eligible expense under the awarded grant.

Postdoctoral researchers hired under these grants may not be part of other research groups currently funded by this regional ministry for the promotion of emerging, consolidable, or consolidated research groups, nor may they be receiving a grant for postdoctoral researcher recruitment under the Program for the Promotion of Scientific Research, Technological Development, and Innovation in the Valencian Community.

Researchers currently funded under the grants for the recruitment of excellent postdoctoral researchers to carry out R&D&I projects in the Valencian Community or for the recruitment of postdoctoral researchers with international experience may not apply for these grants, unless they have no more than twelve months remaining on their current contract at the time of the application period.

3. Only one application will be accepted in which the same principal investigator is listed in a single call.

How to process

Processing process

1. The instructing body, ex officio, shall promote all actions necessary for the determination, understanding, and verification of the data on the basis of which the resolution must be issued, as well as to carry out the proposals for each accounting phase that are appropriate in execution of the same.

2. If the documentation provided is incomplete, applicants shall be required, either through publication on the website of the regional ministry responsible for science and research, or by any means that allows confirmation of receipt by the interested party, to correct the deficiency or submit the required documents within ten working days. They shall be warned that failure to do so will be considered a withdrawal of their application, in accordance with Article 68 of Law 39/2015, of October 1, and with the effects provided for in Article 21.1 of the aforementioned law. Additionally, this issue may also be communicated via email.

3. During the correction period, the object and condition of the submitted application may not be modified.

4. Notifications shall be made by publication on the website of the regional ministry responsible for science and research, in accordance with Article 45.1 of Law 39/2015, of October 1.

Assessment criteria

Applications will be evaluated according to the following criteria and scoring system:

a) Scientific excellence of the candidate (50 points):

- Scientific publications and participation in outreach activities (Up to 25 points)

- Participation in national or international research projects or groups, contracts, and patents or equivalent merits in their respective fields of knowledge (Up to 15 points)

- Stays abroad, awards, and other relevant actions (Up to 10 points)

b) International track record of the candidate (Up to 30 points). Consideration will be given to whether the candidate has passed Phase 1 of the ERC grant evaluation process (Starting/Consolidator), received a Seal of Excellence in MSCA-IF grants, or has been selected or placed on the reserve list in other national or international excellence calls included in the respective call (e.g., Juan de la Cierva, Ramón y Cajal programs).

c) Leadership capacity in projects and supervision of doctoral theses by the candidate (Up to 20 points):

- Experience in supervising doctoral theses and leading teams (Up to 8 points)

- Experience in securing and managing resources for scientific training (Up to 7 points)

- The candidate submits a responsible declaration committing to the creation of inclusive and collaborative research environments that promote equitable access to academic opportunities (5 points)

Processing bodies
The instructing body, responsible for processing the procedure, is the Scientific Policy Service under the Deputy Directorate General for Science and Research, which belongs to the directorate-general competent in matters of science and research.

The application submission period will be from September 1 to September 26, 2025 (DOGV núm. 10156, of July 22nd 2025).

Documentation

1. Applications must be submitted using the corresponding electronic form available on the Generalitat’s electronic headquarters, along with the documentation specified below.

2. Only those applications that are signed and registered within the deadline, and that include both the form and the rest of the information and documents required in the call as integral parts of the application, will be considered effectively submitted.

3. Submission of the application will imply, unless otherwise stated, authorization for the managing body to verify identity, address, residency, and academic qualifications, and to obtain certificates issued by the State Tax Administration Agency, the General Treasury of the Social Security, and the Valencian Tax Agency, certifying that the applicant complies with tax and Social Security obligations. However, applicants may also directly provide the corresponding certificates to prove compliance with these obligations.

4. In all cases, a responsible declaration must be attached stating that the applicant is not subject to the prohibitions set out in Article 13 of Law 38/2003, General Law on Subsidies.

5. In the case of private entities, unless the documentation is already held by the acting administration, they must provide a copy of the statutes or documentation proving the establishment of the applicant entity, and a copy of the document accrediting the legal representation of the person who signs the application on behalf of the applicant entity.

Additionally, entities must prove compliance with regulations on the employment integration of people with disabilities or, where applicable, exemption from this obligation, as provided in Article 7 of Law 11/2003, of April 10, on the Statute of Persons with Disabilities. Furthermore, entities must prove, where applicable, compliance with the measures set out in Articles 45 and following of Organic Law 3/2007, of March 22, for the Effective Equality of Women and Men.

6. Only one application will be accepted in which the same principal investigator is listed in a single call.

7. The application, which must include the project’s expense budget with forecasts for all the years of the project’s duration, must be accompanied by the following documents related to the junior researcher:

a) A copy of the PhD diploma or a document certifying payment of the fees for its issuance. In the case of foreign degrees in languages other than the official languages of the Valencian Community or English, a certified translation must be provided.

b) Certificate from the research center or Valencian public university accrediting the contractual or employment relationship of the junior researcher.

c) Curriculum vitae of the junior researcher.

d) Scientific-technical report of the project, preferably in English.

e) Work plan, preferably in English.

f) If applicable, a letter of commitment signed by the legal representative of the Valencian research center or public or private university, if the circumstances provided for in Article 39.3 of the regulatory bases apply.

g) Employment history report issued by the Spanish Social Security after the start date of the application period.

h) Any other documentation necessary to prove compliance with the requirements.

8. The curriculum vitae of the applicant, the scientific-technical report of the project, and the work plan are considered integral and minimum content of the application. Therefore, the absence or lack of content in these documents will result in the application being inadmissible, following a resolution issued under the terms provided in Article 21 of the Law on Common Administrative Procedure of Public Administrations.

9. The applicant entity must verify that the junior researcher meets the requirements and that the submitted documentation complies with the regulatory bases and this call. The entity commits to ensuring that the junior researcher will have the necessary space and conditions to carry out their activities, comparable to those of other personnel in the entity working on similar projects or programs.

 

Languages of the documentation:
Documents written in any of the official languages of the Valencian Community (Valencian and Spanish) and in English will be accepted.

Ten natural days from the day following the publication of the provisional resolution.

According to Article 30.5 of Law 39/2015, of October 1, on the Common Administrative Procedure of Public Administrations, when the last day of a deadline falls on a non‑working day, it shall be extended to the next working day.

Description

On October 17, 2025, the decision of the instructing body dated the same day is published, provisionally rejecting the applications that do not meet the requirements of the call.

On March 25, 2026, a resolution of the Director General for Science and Research dated the same day is published, by which the provisional list of selected applicants is made public.

Deadline

The maximum period for resolving the submitted applications and granting the subsidies established in the call, as well as for their notification, will be six months from the end date of the application submission period. If this period elapses without a resolution being issued, the application for the subsidy will be considered rejected, in accordance with the provisions of Articles 25 of the LPAC and 25.5 of Law 38/2003, of November 17, General Law on Subsidies.

Amount and charge

The grants will amount to 80,000 euros per year, and the final amount for each project will be determined based on the requested budget and the outcome of the evaluation process.

Appeal proceeding against the resolution

Against the decisions issued in the grant award procedures, which bring the administrative process to an end, the interested party may choose either to file an optional appeal for reconsideration before the same body that issued the decision, within one month from the day following the notification, in accordance with Articles 112, 123, and 124 of the LPAC; or to directly challenge the decision before the Contentious-Administrative Chamber of the High Court of Justice of the Valencian Community, within two months from the day following the notification, by filing the corresponding contentious-administrative appeal under Articles 10.1(a) and 46.1 of Law 29/1998, of July 13, regulating the Contentious-Administrative Jurisdiction. Under no circumstances may both appeals be filed simultaneously.
Obligations

1. Beneficiaries are subject to the general obligations arising from current regulations on public aid or subsidies and, in particular, to those referred to in Article 14 of Law 38/2003, of November 17, General Law on Subsidies.

2. Beneficiaries are required to carry out the subsidized activities under the terms established in these guidelines and in the grant resolution, and to justify their execution within the established deadlines.

3. In particular, beneficiaries are required to:

a) Carry out the activity that justifies the granting of the subsidy within the periods determined in the respective calls and grant resolutions. Any change introduced or occurring in the conditions for carrying out the activity must be communicated to the granting body for authorization or denial, if applicable.

b) Provide evidence to the instructing body of the execution of the activity or the adoption of the behavior, as well as compliance with the requirements and conditions that determine the granting or enjoyment of the subsidy.

c) Facilitate financial control actions corresponding to the General Intervention of the Generalitat and other control bodies of the regional institutions, in relation to the subsidies granted.

d) Inform the instructing body of the receipt of subsidies for the same purpose from any public or private administration or entity of any nationality, as well as the use of own funds, for the purposes provided in Article 30.4 of Law 38/2003, of November 17, General Law on Subsidies.

e) Reimburse, when applicable according to the provisions of Article 37 of Law 38/2003, of November 17, General Law on Subsidies, and within the legally established period, the corresponding amounts of the subsidies granted, and send a copy of the reimbursement proof to the instructing body. In this case, the reimbursement must clearly identify the beneficiary entity and the name of the project for which the subsidy was granted. In accordance with Article 13.2.g of Law 38/2003, of November 17, General Law on Subsidies, entities that are not up to date with the repayment of subsidies may not obtain the status of beneficiaries of these subsidies.

f) When beneficiary entities are required to provide guarantees, in accordance with Article 171 of Law 1/2015, of February 6, of the Generalitat, on public finance, the instrumental public sector and subsidies, for the advance payment of subsidies, the guarantee shall consist of a bank guarantee equal to the amount advanced, increased by 1%.

g) Acknowledge in the reports prepared, as well as in the work and activities carried out, the sponsorship of the regional ministry granting the subsidy, in accordance with the provisions of section h) of Article 14 of Law 38/2003, of November 17, General Law on Subsidies, and Article 3 of Law 1/2022, of April 13, of the Generalitat, on Transparency and Good Governance of the Valencian Community.

h) Use the assets financed by the aid for the specific purpose for which the subsidy was granted for a period not less than the duration of the project and, in any case, not less than five years for assets registrable in a public registry, nor less than two years for other inventoryable assets.

i) Beneficiary entities must carry out the necessary operations to distinguish the costs and financing of non-economic activities —which are financed through each call— from those that do have an economic nature.

j) Disseminate the results of the research subject to the subsidy. To this end, research personnel whose research activity is mostly funded with public funds shall make a digital version of the final version of the project contents publicly available in open access repositories recognized in the field of knowledge in which the research was conducted, or in institutional open access repositories, without prejudice to agreements under which rights to the publications may have been assigned or transferred to third parties.

k) Take the necessary supervisory measures to ensure proper development of the project.

l) Comply with any other obligation arising from regional, national, or EU regulations that are directly applicable.

Observations

On 4 November 2025, a Resolution was published by the Directorate-General for Science and Research declaring the applications listed in Appendix I and Appendix II inadmissible or withdrawn.
