Application for university transport subsidies in the Valencian Region
What is
The purpose of these grants is to facilitate access to university for university students, the ultimate beneficiaries of this grant, who reside in towns other than those where their university is located, provided they meet the requirements set out in the call for applications.

Who is it addressed to
The following entities may apply for this grant:
- University student associations
- Consumer and user cooperatives whose purpose is the transportation of university students.
- City councils, and subsidiarily, for those routes where none of these entities are present, the companies of permanent regular public transport for general use.
Companies in difficulty as defined in the Community guidelines on State aid for rescuing and restructuring non-financial companies in difficulty (OJEU C 249 of 31.07.2014) are excluded.
Grants intended exclusively for ENTITIES.
UNIVERSITY STUDENTS ARE NOT ELIGIBLE TO APPLY FOR THIS GRANT.
The following requirements must be met for the awarding of these grants:
1. The distance between the town or towns from which the transportation service is provided and the university campus destination of each route shall not be less than 20 km nor more than 90 km.
2. The journey time shall not exceed 90 minutes.
3. The transportation service shall be provided during all school periods of the 2024-2025 academic year and the schedules shall be adjusted to the school day.
4. The point of destination and the point of origin of the return trip will be the university campus of the Valencian public universities, in accordance with the provisions of article four, point one of this resolution.
5. The service will be provided at the risk and risk of the company that has to perform the transport, and always in compliance with the provisions of the regulations governing the activity of road transport.
6. In the case of permanent regular public transport companies for general use, they shall apply a discount to university students, which in no case may be less than 25 percent of the official fares in force at the beginning of the 2024-2025 academic year, approved by the competent general directorate for transport of the corresponding regional ministry. In any case, such discount shall be additional to the discount applicable to other multi-trip tickets marketed by the corresponding regional government.
7. When different entities submit grant applications for the same route, with the same place of origin and the same university campus destination, only the university census for that location may be counted for a single application, with the order of priority established in Article 2 of this call for applications.
In the event of competition between the same type of applicant entity, the census of the locality will be assigned to the applicant entity that offers transport services to the largest number of university students.

The processing and submission of the application will be made only by electronic means in the processing platform of the GVA.

Application for university transport subsidies in the Valencian Community
Grants will be awarded to those entities whose applications meet the requirements established in this call and the amount of the grant will be determined proportionally according to the parameters: “Kilometer Distance”, “Weighting on Distance” and “Number of Students” corresponding to each of the stops made in the different municipalities that make up the route.

The deadline for submitting telematic applications will be one month from the day following the publication of this Resolution in the Official Gazette of the Generalitat Valenciana (DOGV núm. 10166 de 05.08.2025).
The documentation specified in Article 7 of the call for applications must be attached to the online application.

Resolution
The decision must be issued and notified within a maximum period of six months from the date of the deadline for submitting applications.
The beneficiaries of the subsidy have the following obligations:
1. To carry out the activity that is the basis for the grant of the subsidy.
2. To justify to the granting body the fulfillment of the requirements of the call, as well as the performance of the activity and the fulfillment of the purpose for which the grant was awarded.
3. To submit to the verification actions carried out by the granting body, as well as any other verification and financial control actions that may be carried out by the competent national and Community control bodies, providing all the information required in the exercise of the above actions.
4. To communicate to the competent regional ministry in the matter of Universities the obtaining of other subsidies granted for the same purpose, coming from any administrations or public entities; as well as, the fulfillment of the requirements that affect the aids of minimis regulated by the Regulation (EU) 2023/2831, of the Commission. This communication must be made as soon as it is known and, in any case, prior to the justification of the application given to the funds received.
5. To certify prior to the issuance of the proposed resolution of concession that it is up to date in the fulfillment of its tax and Social Security obligations.
6. To have the accounting books, diligent records and other documents duly audited in accordance with the terms and conditions set forth in the grant resolution.
The resolution will be published in the Official Gazette of the Valencian Regional Government, and also on the website of the regional ministry responsible for universities: https://universitats.gva.es/es/ajudes-al-transport-universitari.
The publication will replace individual notification and will have the same effect, in accordance with the provisions of Article 45 of Law 39/2015, of October 1, on the common administrative procedure of public administrations.

Justification
The deadline for submitting supporting documentation will be fifteen days from the day following the publication of the grant award decision, by electronic submission to the Directorate-General responsible for Universities via the following link: https://www.gva.es/es/inicio/procedimientos?id_proc=274&id_caso=justificacio
The supporting documentation shall be submitted once the award decision has been published.
Withdrawal
With this procedure, you may withdraw your application or, if this is not prohibited by law, waive your rights.
Withdrawal consists of abandoning the application and the initiated procedure. If permitted by law, you may exercise your rights at another time.
The Administration shall accept the abandonment, declaring the proceeding concluded, unless third parties have come forward to request its continuation or its effects must be limited in the general interest.

Resignation
In the waiver, the action is definitively abandoned and, therefore, the right that is sought to be enforced through it, which means that the claim cannot be exercised again.
The Administration will accept the waiver, declaring the procedure concluded, unless third parties have appeared requesting its continuation or its effects must be limited in the general interest.
