What is

What is it and what is it for

The process governing the admission of pupils to state-funded schools for Early Years Education, Primary Education, Compulsory Secondary Education (ESO) and Baccalaureate.

The resolution sets out the assessment criteria, deadlines, required documentation and the administrative procedures to be followed by both the educational institutions and applicants.

Observations

In accordance with Article 21 of Decree 48/2024 of 23 April, which regulates admission to public and state-subsidised private schools providing Early Years Education, Primary Education, Compulsory Secondary Education (ESO), Baccalaureate and for special education schools in the Comunitat Valenciana, priority for admission to these schools will be determined in accordance with the following order of priority:

  1. Pupils from the same school.
  2. Pupils from affiliated schools, provided they have confirmed their place.
  3. Pupils who are in foster care or in care with a view to adoption. These pupils will be given priority, at the family’s discretion, for admission to the school attended by the host family’s own children or other children in their care.
  4. Pupils in residential care.
  5. Pupils who have to move house due to gender-based violence or terrorism.
  6. Pupils who have to move home due to their family being evicted or other serious, documented cases of social exclusion.
  7. In accordance with Article 85.3 of Organic Law 2/2006 of 3 May on education, pupils who are simultaneously enrolled in formal music or dance courses and secondary education courses will be given priority for admission to secondary schools designated by the education authorities. The same arrangements will apply to pupils participating in high-performance, high-level or elite sports programmes.
  8. Pupils at the school will be given priority for vacant places offered at their own school when these are first-year Baccalaureate places in the streams that the school is authorised to teach, with the exception of the Arts stream, in both its pathways. If the number of pupils applying for the first year of the Baccalaureate in these streams exceeds the number of places available at the school, a place will be guaranteed at another school in the area, in accordance with the ranking order.

  • Confirmation of school places: from 9 March until 14:00 on 23 March.
  • Publication of the provisional list of pupils who have confirmed their place at their allocated school and those who have not: 24 March.

Assessment criteria

In accordance with Consell Decree 48/2024 of 23 April, the criteria for assessing applications for admission are as follows:

 

SIBLINGS

  1. 15 points will be awarded for each sibling enrolled at the school applied for. The same will apply to any other individual who is part of the family through foster care or pre-adoption care.
  2. The same points will also be awarded if the family unit living at the same address includes a pupil in foster care or in care with a view to adoption who is enrolled at the school applied for.
  3. Furthermore, for the purposes of this article, persons who do not share the same parents but who live at the same address and form part of the same family unit will be regarded as siblings, provided that their parents are married or in a legally recognised civil partnership.

 

PROXIMITY TO THE PLACE OF RESIDENCE OF THE PUPIL OR TO THE WORKPLACE OF ONE OF THEIR LEGAL GUARDIANS

  1. Pupils whose home or the workplace of a family member is located within the school’s catchment area: 10 points.
  2. Pupils whose home or the workplace of a family member is located in the areas bordering the school’s catchment area: 5 points.

 

PER CAPITA INCOME OF THE FAMILY UNIT (NOT RECEIVING THE VALENCIAN INCLUSION BENEFIT (RVI)) BASED ON THE PUBLIC MULTIPLE-PURPOSE INCOME INDICATOR (IPREM), CALCULATED OVER 14 PAYMENTS

  1. Annual per capita income equal to or less than half the IPREM: 7 points.
  2. Annual per capita income greater than half the IPREM and less than or equal to the IPREM: 6 points.
  3. Annual per capita income higher than the IPREM and lower than or equal to 1.5 times the IPREM: 5 points.
  4. Annual per capita income greater than 1.5 times the IPREM and less than or equal to 2 times the IPREM: 4 points.

 

STATUS AS A BENEFICIARY OF THE VALENCIAN INCLUSION BENEFIT (RVI)

Status as a recipient of the Valencian Inclusion Benefit will result in the awarding of 7 points.

 

LEGAL REPRESENTATIVES OF PUPILS WORKING AT THE SCHOOL

The fact that one or both of the pupils’ legal representatives are currently employed at the school will result in the awarding of 7 points.

 

LEGAL STATUS AS A LARGE FAMILY

Special: 7 points.

General: 5 points.

 

PUPILS BORN IN A MULTIPLE BIRTH

Applications from pupils born as part of a multiple birth will be assessed by awarding 1 additional point to the application form for each sibling born in the same birth.

Where requested by the legal representatives of underage pupils, applications from pupils born as part of a multiple birth may be grouped together for the purposes of being processed as a single application.

 

 

SINGLE-PARENT FAMILY

Special: 7 points.

General: 5 points.

 

DISABILITY

Disability of the pupil:

65% or higher: 7 points.

Between 33% and 64%: 4 points.

Disability of the pupil’s parents, guardians or siblings:

65% or higher: 5 points.

Between 33% and 64%: 3 points.

 

SIBLINGS IF APPLYING FOR A SCHOOL PLACE FOR THE FIRST TIME IN THE COMUNITAT VALENCIANA OR DUE TO A CHANGE OF RESIDENCE

For each sibling or other child or adolescent member of a foster family or a family providing care with a view to adoption who is applying for a school place for the first time in the Comunitat Valenciana or is changing their place of residence: 15 points (only at pre-school and primary school level, and provided that one of the siblings is allocated a school place).

 

CONCURRENCE WITH PROFESSIONAL MUSIC OR DANCE TRAINING

Pupils who are simultaneously enrolled in formal music or dance courses and in Compulsory Secondary Education (ESO) or Baccalaureate courses, and who do not apply for admission based on the preference criterion, or who are not eligible for such admission: 2 points.

 

STATUS AS AN ELITE, HIGH-LEVEL OR HIGH-PERFORMANCE SPORTSMAN OR WOMAN, AS WELL AS ELITE COACHES, REFEREES AND JUDGES IN THE COMUNITAT VALENCIANA

Pupils who can demonstrate that they are elite, high-level or high-performance athletes, or that they are elite technical staff, coaches, referees or judges in the Comunitat Valenciana, and who do not apply for, or are not eligible for, admission on the basis of the preference criteria: 2 points.

 

SPECIFIC CIRCUMSTANCES

Each school may award 1 point to pupils who meet the specific criteria determined by the school council of state schools or by the governing body of state-subsidised private schools.

 

ADMISSION TO BACCALAUREATE

Admission to the Baccalaureate programme will be based on academic performance. To this end, the average mark achieved in Compulsory Secondary Education (ESO) or in an intermediate vocational training course will be taken into account.

 

TIED SCORES

In accordance with Article 38 of Decree 48/2024, any ties that may arise will be resolved by successively applying the highest score obtained in the criteria, in the order indicated. In the event of a tie following the application of the criteria set out in the previous section, the ranking of the applications concerned will be determined by public draw, in accordance with the procedure established by the Conselleria responsible for education.

In accordance with the Resolution published on 2 March 2026 in DOGV No. 10313, the timetable for the steps to be taken by parents or legal guardians —or by the individuals concerned themselves if they are of legal age— for admission to Early Years Education, Primary Education, Compulsory Secondary Education (ESO), Baccalaureate or Special Education for the 2026–2027 academic year is as follows:

 

  1. CONFIRMATION OF A SCHOOL PLACE: for pupils enrolled in pre-school or primary schools and for pupils enrolled in compulsory secondary education schools. This will be carried out online via the "Digital Secretariat", which can be accessed via the website of the Conselleria for Education, Culture and Universities, set up for pupil admissions. Confirmation of school places will be carried out via the "Surveys and Enquiries" section. Confirmation period: from 9 March 2026 to 14:00 on 23 March 2026.

 

  1. ONLINE SUBMISSION OF APPLICATIONS FOR ADMISSION (REGULAR PHASE):
  • Early Years and Primary Education: from 09:00 on 7 May 2026 until 10:59 on 18 May 2026.
  • Compulsory Secondary Education (ESO) and baccalaureate: from 09:00 on 21 May 2026 until 10:59 on 1 June 2026.
  • Special Education Centres (CEE) and Specialised Units within Mainstream Schools (UECO): from 09:00 on 7 May to 10:59 on 18 May 2026.

Documentation

In accordance with the Resolution published on 02/03/2026 in DOGV No. 10313, the documents required for the admission procedure relating to identification, proof of the circumstances claimed and the signature on the application are as follows:

  1. Proof of identity (to obtain the access code required to complete the admission procedure online):

Before starting the application, the applicant must verify their identity using one of the following methods:

    1. National ID number (DNI) + support number + date of birth.
    2. Foreigner ID number (NIE) + support number + date of birth.
    3. EU Citizenship Registration Certificate (NIE + certificate number preceded by C + date of birth).
    4. Any other electronic means of identity verification from the following: ACCV digital certificate, Cl@ve system, or eDNI with the corresponding reader.
  1. Supporting documentation for the circumstances claimed:

Do not attach any documents to the application.

Supporting documents relating to the circumstances stated (assessment criteria, family circumstances, etc.) must be submitted at the time of enrolment.

  1. Signature on the application (signed statement):

The application must be signed by the parents or legal guardian, or by the person concerned if they are of legal age or an emancipated minor.

This signature constitutes a signed statement, and guarantees that all the circumstances stated are true and can be substantiated by documentary evidence when the enrolment is finalised.

 

Admission to Special Education Schools and to Specialised Units within Mainstream Schools (UECO) is processed in person, using the official forms set out in Annexes XI and XII to the Resolution published on 02/03/2026 in DOGV No. 10313

 

Fee or payment

There are no fees payable for the admissions procedure, as the relevant regulations do not stipulate any fees for pre-school, primary, compulsory secondary education (ESO), baccalaureate or special needs education.

Only pupils studying for their Baccalaureate will be required to pay a fee for the issuance of their Baccalaureate certificate.

Sanctions

In accordance with the provisions set forth in Article 39 of Order 8/2024, following the publication of the provisional and final results, the management of state schools, the owners of state-subsidised private schools, the school enrolment committees and the Education Inspectorate are authorised to request from applicants any documentation deemed necessary to substantiate the situations or circumstances claimed, as well as to request that the competent administrative bodies take the necessary steps to verify this information.

Under the aforementioned article, any false or insufficiently substantiated information provided will result in the application being rejected, meaning that the pupil will be enrolled at one of the schools where places remain available, once the admission process has been completed, except in relation to the accreditation of specific circumstances, in which case the provisions of ruling 4, paragraph 5 of the Resolution of 25 February 2026 will apply.

For state schools, any breach of the rules governing pupil admissions will result in the initiation of the relevant administrative proceedings, with a view to determining any liability that may have arisen.

For state-subsidised private schools, any breach of the rules on pupil admission will result in the penalties provided for in Article 62 of Organic Law 8/1985 of 3 July, regulating the right to education, as amended by the first final provision, no. 10, of Organic Law 2/2006 of 3 May on Education.
