Procedure to register, modify and cancel bank direct debits (direct debit). Non-automated process.
What is
1. Procedures for registering, modifying and deregistering the personal identification and banking information of natural persons and legal entities that may have financial dealings with the Administration of the Generalitat and the autonomous bodies whose accounting is integrated into the former’s accounting information system, as a prerequisite for receiving payments from the competent treasury authority.
2. The registration, modification, and deregistration of identification and banking information of natural persons and legal entities that may interact with the Administration of the Generalitat and its autonomous bodies shall be carried out by automated means; however, when this is not mandatory, or when it is mandatory but the regulatory requirements are not fully met, third parties may use a non-automated procedure.
CONCEPTS
There are two types of registration applications: registration of a new payee or registration of a new bank account.
- New payee registrations request the inclusion in the corporate database.
- New bank account registrations request the association of additional bank accounts with an existing account holder in the corporate database, without modifying or cancelling any bank accounts already on file.
- Requesting the cancellation of a bank account will mean that the account will not be used in new accounting records; however, it will remain, until its termination, in ongoing accounting records that included that bank account as part of the record’s initial data.
· EFFECTS OF PAYMENT
Fund transfers made to any of the accounts declared as belonging to the creditor or to a person authorized to receive them on the creditor’s behalf shall release the Generalitat from its obligation.
· CANCELLATION OF BANK ACCOUNT DETAILS
Bank account details that have not generated any accounting entries in the previous four fiscal years will be automatically cancelled in the system. Such cancellation shall be carried out through a computerized process executed at the beginning of each fiscal year. Likewise, bank account details relating to natural persons or legal entities that have been deregistered, where such deregistration has been notified by the State Tax Administration Agency, shall also be cancelled.
· PERSONAL DATA
In accordance with European and Spanish legislation on the protection of personal data, the data provided will be processed by the Conselleria for Economy, Finance, and Public Administration, acting as Data Controller and in the exercise of the powers conferred upon it, for the purpose of managing the subject matter of the application submitted. You may exercise your rights of access, rectification, erasure, restriction, or objection by submitting a written request to the Conselleria’s registry office. Where applicable, if you have not received a satisfactory resolution regarding the exercise of your rights, you may also lodge a complaint with the Spanish Data Protection Agency. Who is it addressed to
Natural persons, legal entities, or entities without legal personality, whether public or private, that are not required to follow the automated procedure set forth in Order 2/2022 of the Conselleria for Economy, Finance and Public Administration, as a result of budgetary or non-budgetary transactions giving rise to the recognition of obligations or the issuance of related payments; or that, although required to follow the aforementioned electronic procedure, are unable to do so.
How to process
1. Submission of the Direct Debit Form.
2. The managing authority will certify that the appropriate checks have been carried out to verify the identity and, where applicable, the authority under which the person or persons appearing before it are acting, and that this has been deemed sufficient to issue the relevant direct debit authorisation.
3. Once the Delegated Intervention Authority has received the duly completed forms and verified the identity of the applicant(s) and, where applicable, their legal representation, and once the managing body has confirmed that this is sufficient to issue the direct debit authorisation, it will enter the application details into the Corporate Database.

A) Direct Debit Form submitted by the relevant person or their legal representative.
1. With regard to the verification of identity and residence details, in accordance with the provisions of Article 28.2 of Law 39/2015, 1 October, on common public administration administrative procedures, interested parties have the right not to submit documents that are already in the possession of the relevant public authority or that have been issued by any other public authority, and therefore the managing body will carry out the appropriate electronic checks to verify identity and residence via its corporate networks or by consulting data intermediation platforms or other electronic systems set up for this purpose.
B) Representation
Any individual requesting the registration, modification or cancellation of the identification and bank details of another individual or a legal entity that is not entered in the following registers must provide legally valid documents that provide reliable proof of their authority to act on behalf of that party:
a) Comunitat Valenciana Representatives Register or
b) Comunitat Valenciana Certified Contractors and Companies Register.
C) Account titleholder
The account must, without exception, be held by the third party who is to be a creditor of the Generalitat administration or its agencies, or, where applicable, by their legal representative. Under all circumstances, title to the bank account must be duly proven, and this must be demonstrated by means of a certificate of account title, the bank’s stamp, or any other supporting document proving title to the account. Furthermore, in cases where legal representation is required, supporting documentation proving representation must be provided.
Forms
Applications must be submitted to any of the relevant public registries in accordance with the provisions of Article 16 of Law 39/2015, 1 October, on common public administration administrative procedures.
