What is

What is it and what is it for

The purpose of these grants is to identify and support doctoral researchers of proven excellence at internationally renowned centres, encouraging them to join research centres, public universities and private universities that undertake research in the Comunitat Valenciana to carry out an R&D&i project.

In addition, these grants are also intended to continue supporting the implementation of the project referred to in the previous paragraph, once the high-quality doctoral research staff have been established.

Twenty grants are being offered, which will be distributed proportionally across the subject areas covered by the State Research Agency.

The grants will be awarded for a period of four years (48 months), extendable for up to two additional years. The extension will be sought and supported by the beneficiary organisation six months before the end of the grant. The awarding of any extension will be conditional on the existence of adequate and sufficient credit in the budgets of the Generalitat for the corresponding financial years.

Observations

The beneficiary organisations must formalise an employment contract with the doctoral research staff in accordance with Article 23 of Law 14/2011, of 1 June, on Science, Technology and Innovation, within six months from the day following the publication of the award decision. A copy must be sent to the instructing body within one month of its formalisation.

The doctoral research staff must commence their employment at the workplace specified in the contract on the start date set forth therein.

1. The beneficiaries of these grants will be research centres, public universities and private universities conducting research in the Comunitat Valenciana.

2. These grants may be used to finance the recruitment of research staff who, at the time of application, are not affiliated with any Valencian public or private university or research centre and who meet one of the following requirements:

a) Be a beneficiary of an ERC Starting Grant or Consolidator Grant and be receiving the grant and undertaking the project at a university or research centre outside the Comunitat Valenciana.

b) Have passed Phase 1 of the ERC grant evaluation process (starting/consolidator) or have been a beneficiary of a Ramón y Cajal or MSCA-IF grant.

c) Have, at the time of the application period determined by the call for applications, at least six years' experience since obtaining their PhD and have completed one or more stays at internationally renowned research centres outside the Comunitat Valenciana, totalling at least three years.

If the doctoral degree has been awarded by a university in the Comunitat Valenciana, the candidate must have been contractually separated from that institution for at least two years since obtaining the doctoral degree.

3. These grants may also be used to finance the recruitment of research staff who have benefited from grants for recruiting PhD researchers with international experience, grants for scientific excellence in junior researchers, Ramón y Cajal grants, or grants for competitive programmes to attract and retain talent which are available to Valencian public universities and may be considered in the corresponding calls for applications; or staff who are currently benefiting from these grants, aid or programmes if, at the time of application, there are no more than twelve months remaining until the end of the contract covered by the aforementioned grants, aid or programmes.

Only one application per lead researcher will be accepted in the same call for proposals.

How to process

Processing process

1. The instructing body will, ex officio, take all necessary steps to determine, ascertain and verify the facts on which the decision is to be based, and to make the appropriate proposals for each accounting phase in the execution thereof.

2. If the documents provided are incomplete, applicants will be required, by means of publication on the website of the Conselleria responsible for science and research, or by any other means that provides proof of receipt by the interested party, to rectify the deficiency or provide the required documents within ten working days, with a warning that failure to do so will result in their application being deemed withdrawn, in accordance with the provisions of Article 68 of Law 39/2015 of 1 October, and with the effects provided for in Article 21.1 of the aforementioned law. Additionally, said incident may also be reported by email.

3. During the rectification period, the subject matter and conditions of the application submitted may not be modified.

4. Notifications will be published on the website of the Conselleria responsible for science and research, in accordance with Article 45.1 of Law 39/2015 of 1 October.

Assessment criteria

The applications will be evaluated out of a total of 100 points in accordance with the following criteria and scales:

 

a) Scientific excellence of the candidate (Up to 50 points):

- Scientific publications and participation in communication activities (Up to 25 points).

- Participation in national or international research projects or groups, contracts and patents or equivalent merits in their respective areas of knowledge (Up to 15 points).

- Stays abroad, awards and other relevant activities (Up to 10 points).

 

b) Research project and work plan (Up to 30 points):

  • Innovative approach and alignment with current scientific and technological challenges, as well as its applicability in the productive sector or in society (Up to 15 points)
  • Clarity and consistency in objectives, methodological approach, and technical and economic feasibility (Up to 10 points)
  • Plan to encourage participation in international funding programmes, promoting the acquisition of European funds (Up to 5 points)

c) Project leadership and doctoral thesis supervision skills of the candidate (Up to 20 points):

  • The number of projects or doctoral theses supervised will be taken into account.
Processing bodies
The instructing body responsible for handling the proceedings is the Scientific Policy Service, which reports to the Sub-Directorate General for Science and Research, part of the directorate general responsible for science and research.

The deadline for submitting applications will be from 1 to 26 September 2025 (DOGV no. 10156, 22/07/2025).

Documentation

1. Applications must be submitted using the corresponding electronic form, available on the Generalitat's web portal, together with the documents specified below.

2. Applications will be considered validly submitted if they are signed and registered within the deadline and include both the form and all the other information and documents specified in the call for applications as an integral part of the application.

3. Unless otherwise stated, submission of the application will entail authorisation for the managing body to verify the applicant's identity, address, residence and qualifications and to obtain certificates issued by the State Tax Administration Agency, the General Treasury for Social Security and the Valencian Tax Agency certifying that the applicant has fulfilled their tax and social security obligations. However, applicants for these grants may directly prove compliance with the aforementioned obligations by providing the relevant certificates.

4. In all cases, a sworn statement must be attached declaring that the applicant is not subject to any of the prohibitions set forth in Article 13 of Law 38/2003, the General Subsidies Act.

5. In the case of private bodies, unless the documentation is already in the possession of the acting administration, they must provide a copy of the statutes or documents proving the constitution of the applicant organisation, and a copy of the document proving the legal representation of the person who approves the application on behalf of the applicant organisation.

Furthermore, the organisations must demonstrate compliance with the regulations on the integration of persons with disabilities into the workplace or, where applicable, exemption from this obligation, in accordance with the provisions of Article 7 of Law 11/2003 of 10 April on the Status of Persons with Disabilities. In addition, the organisations must certify, where applicable, that they are currently in compliance with the measures set out in Articles 45 et seq. of Organic Law 3/2007 of 22 March on Effective Equality between Women and Men.

6. Only one application per lead researcher will be accepted in the same call for proposals.

7. The application, which will include the project expenditure budget (additional funding) with forecasts for each year of the project's duration, will be accompanied by the form signed by the legal representative of the research organisation, as well as the following documents relating to the high-quality PhD researcher:

a) Copy of the doctoral degree certificate or document certifying payment of the fees required for the degree to be issued. In the case of foreign qualifications, in languages other than those official in the Comunitat Valenciana or English, a certified translation of the certificate is required.

b) Curriculum vitae demonstrating their scientific excellence, their ability to lead projects and supervise doctoral theses.

c) Scientific and technical report on the research project, preferably in English.

d) Work plan, preferably in English.

e) Employment history report issued by the Spanish Social Security authorities after the start date of the application period or, where applicable, a sworn statement confirming that they have never contributed to the Spanish Social Security system.

f) Copy, where applicable, of the documents proving that the requirements in section three of this section are met.

 

8. The applicant's curriculum vitae, the scientific and technical report on the project and the work plan are considered an integral part and minimum content of the application. Therefore, the absence or lack of content in these documents will result in the application being rejected, subject to a decision to be issued in accordance with the terms set out in Article 21 of the Common Public Administration Procedures Act (CPAPA).

9. The applicant organisation will verify that the requirements for the high-quality doctoral research staff and the documentation submitted comply with the provisions of the regulatory conditions and this call for applications. The organisation will undertake to employ the high-quality doctoral researcher under the conditions established in the regulatory conditions and in the award decision, if the grant is awarded. It will also undertake to ensure that the high-calibre research staff recruited under this grant will have the necessary space and conditions to carry out their high-quality research project and that these will be comparable to those of other staff at the institution participating in national or international high-quality projects or programmes.

Documents written in any of the official languages of the Comunitat Valenciana (Valencian and Spanish) or in English will be accepted.

According to Article 30.5 of Law 39/2015, of October 1, on the Common Administrative Procedure of Public Administrations, when the last day of a deadline falls on a non‑working day, it shall be extended to the next working day.

Description

On 17 October 2025, an agreement dated the same day was published by the instructing body, provisionally rejecting applications that did not meet the requirements of the call for applications.

On March 25, 2026, a resolution of the Director General for Science and Research dated March 24, 2026, is published, by which the provisional list of selected applicants is made public.

Deadline

The maximum period for issuing a resolution regarding the applications submitted and for awarding the grants established in the call for applications and their notification will be six months from the closing date for the submission of applications. If no resolution has been issued within this period, the application for the grant will be deemed to have been rejected, in accordance with the terms set out in Article 25 of the LPAC and Article 25.5 of Law 38/2003 of 17 November, the General Subsidies Act.

Amount and charge

The annual grant for each of the contracts, which must be full-time, will be €70,000, intended to finance the salary and the employer's Social Security contributions. The minimum annual remuneration to be received by the researcher will be €53,000 gross per annum.

Of the eligible annual cost of each contract established above (€70,000), the percentage of aid financed by the Generalitat in each of the annual instalments will be 70% (for each year of the contract duration plus any extensions). The beneficiary organisations must assume the remainder of the financing of the contracts in each annuity.

The grant will be supplemented by additional funding made available to the researcher for the implementation of the project. This annual funding will be a maximum of €100,000 and will be determined in the award decision based on the budget of the project submitted and the outcome of the evaluation process. In the event that the high quality doctoral research staff member becomes permanent at an institution during the 48-month duration of the grant or during the two-year extension, the grant corresponding to the cost of their initial contract will cease to be paid, their remuneration will be paid exclusively by the institution where they become permanent from the date of establishment, and the grant for the additional funding will be maintained.

If the extension of the grant is authorised, each extended annuity will have an additional allocation of up to €100,000.

Appeal proceeding against the resolution

To challenge the resolutions issued in the grant award procedures, which conclude the administrative process, the interested party may choose between filing an optional appeal for reconsideration with the same body that issued the resolution within one month from the day following notification, in accordance with Articles 112, 123 and 124 of the CPAPA; or challenge it directly before the Contentious-Administrative Chamber at the Comunitat Valenciana High Court of Justice within two months from the day following notification, filing the corresponding contentious-administrative appeal under Articles 10.1(a) and 46.1 of Law 29/1998, of 13 July, regulating the contentious-administrative jurisdiction. Under no circumstances may both appeals be lodged simultaneously.
Obligations

1. The individuals benefiting from the grant are subject to the general obligations arising from current regulations on public aid or grants and, in particular, those referred to in Article 14 of Law 38/2003, of 17 November, General Subsidies Act.

2. The individuals benefiting from the grant are obliged to carry out the funded activities in accordance with the terms set out in these rules and in the grant decision, and to provide evidence of their completion within the established deadlines.

3. In particular, the individuals benefiting from the grant are obliged to:

a) Carry out the activity that justifies the grant award during the periods specified in the respective calls for applications and award decisions. Any changes made or occurring in the conditions under which the activity is carried out must be communicated to the granting body for authorisation or refusal, as appropriate.

b) Prove to the instructing body that the activity has been carried out or the behaviour adopted, and also that the requirements and conditions determining the granting or enjoyment of the grant have been met.

c) Facilitate the financial control activities carried out by the Generalitat’s Comptroller General and other control bodies of regional institutions in relation to the grants awarded.

 

d) Notify the instructing body of any grants obtained for the same purpose from any public or private administration or body of any nationality, as well as the use of own funds, for the purposes of the provisions of Article 30.4 of Law 38/2003, of 17 November, the General Subsidies Act.

e) Reimburse, where applicable in accordance with the provisions of Article 37 of Law 38/2003 of 17 November, the General Subsidies Act, and within the legally established period, the amounts corresponding to the grants awarded, and send a copy of the document certifying the reimbursement to the instructing body. In the latter case, the reimbursement must clearly identify the beneficiary organisation and the name of the project for which the grant was awarded. In accordance with the provisions of Article 13.2.g of Law 38/2003, of 17 November, the General Subsidies Act, the individuals benefiting from the grant that are not up to date with the payment of their obligations to repay grants will not be eligible to receive these grants.

f) When the beneficiary organisations are required to provide guarantees, in accordance with the provisions of Article 171 of Generalitat Law 1/2015 of 6 February on public finances, the public sector and subsidies, for the advance payment of grants, the guarantee will consist of a bank guarantee for an amount equal to the advance payment, increased by 1%.

g) Indicate in the reports that are drafted, as well as in the work and activities carried out, the sponsorship of the Conselleria awarding the grant, in accordance with the provisions of section h) of Article 14 of Law 38/2003, of 17 November, the General Subsidies Act, and Article 3 of Generalitat Law 1/2022, of 13 April, on Transparency and Good Governance in the Comunitat Valenciana.

h) Allocate the assets financed by the aid to the specific purpose for which the grant was awarded for a period not less than the duration of the project and, in any case, not less than five years in the case of assets that can be registered in a public register, or two years for other inventory assets.

i) The beneficiary organisations must take the necessary steps to distinguish the costs and funding of non-economic activities, which are funded through each call for proposals, from those that are economic in nature.

j) Communicate the results of the research covered by the grant. To this end, the research staff whose research activity is mainly financed by public funds will publish a digital version of the final version of the project's contents in open access repositories recognised in the field of knowledge in which the research has been carried out, or in institutional open access repositories, without prejudice to any agreements under which the rights to the publications may have been attributed or transferred to third parties.

k) Take the necessary supervisory measures to ensure the proper implementation of the project.

l) Any other obligation arising from regional, national and EU regulations that are directly applicable.

Observations

On 4 November 2025, a Resolution was published by the Directorate-General for Science and Research declaring the applications listed in Appendix I and Appendix II inadmissible or withdrawn.
