What is office?

The electronic headquarters of the Generalitat Valenciana is the electronic Internet address available to citizens, as an electronic office, which for the Administration of the Valencian Community is https://sede.gva.es

It was created by order of Law 3/2010, of May 5, on electronic administration of the Valencian Community.

The headquarters provides citizens, associations, representatives of companies or personnel of public administrations, access to the electronic services of the Administration.

It guarantees uniform minimum services, a homogeneous appearance and identification under the same domain. These services are offered 24 hours a day and 365 days a year.

It offers access to updated general information on electronic procedures and services, allowing the downloading of documents and applications, and initiating electronic procedures with electronic registration, with the same guarantees as a face-to-face registration.

The headquarters has a recognized certificate of headquarters that guarantees secure access.

Administración electrónica

Electronic administration is the set of solutions that allows citizens and companies to be able to interact with public administrations through electronic means.

The main driving force behind electronic administration is Law 39/2015, of October 1, on the Common Administrative Procedure of Public Administrations, and Law 40/2015, of October 1, on the Public Sector Legal Regime, both establish obligations around the administration and promote a more efficient, effective, close and transparent administration.

Law 39/2015 regulates external relations between the administration and citizens. It aims to implement a fully electronic, interconnected and transparent administration, improving the agility of administrative procedures and reducing processing times. It establishes, in short, that electronic processing must constitute the usual action in public administrations.

Law 40/2015 is a comprehensive norm of the legal regime of public administrations, regulating ad intra the internal functioning of each administration and the relations between them. It establishes that public administrations will interact with each other and with their bodies through electronic means.

In addition to this normative base, we are in a context in which citizens and companies demand the need for a new model of relationship with public administration. The Generalitat Valenciana must adapt to this context in order to provide the services that people and society in general demand, not only based on technological advances in the field of public management, but also rethinking and simplifying the management model to adapt it to the procedure electronic administrative.

Electronic administration offers benefits both to citizens and companies, as well as to the Generalitat Valenciana itself.

The advantages of electronic administration for citizens and companies are:

  • Availability and ease of access, since it allows to interact and carry out procedures with the Generalitat Valenciana at any time and from anywhere, without having to travel in person to any office of the Generalitat Valenciana, with the consequent saving of time for the citizen and the companies.
  • Simplification of the procedure, since applicants will not have to present documents that are already in the possession of the Generalitat Valenciana.
  • Transparency, since the interested party can know at all times what is the status of the processing of their procedures.

The main advantages for the Generalitat Valenciana are the simplification of administrative procedures, reduction of paperwork and administrative burden, thus reducing the cost and processing times, as well as improving the security of transactions. All this results in the improvement of the citizen's perception regarding the management of the Generalitat.
